ALR By-Laws
I. Membership: There are three requirements for membership.
a. A current member in good standing of the American Legion, Auxiliary
or Sons of the American Legion.
b. You must own a motorcycle of at least 350cc in size or be the spouse
of an owner who is an ALR24 member in good standing. It must be street
legal, no ATV's.
c. All new members must be voted in by a majority vote of members
present at a regular meeting.
II. Officers of the Association Chapter
a. President

g. Chaplain
h. Adjutant
i. Road Captain*
j. Other offices may be added as necessary * (* These offices are
at the discretion of the individual chapter and appointed by the President
and are not elected chapter officers)
III. Elections
a. Election of Chapter officers will be held annually, with nominations
in November and elections in December
IV. Duties of Association Chapter Officers
a. President: Shall serve as Chief Administrative Officer of the Association
and will preside over all meetings. He shall have general supervision
over the affairs of the Chapter. He shall perform such other duties
as necessary for coordination of the Chapter.
b. Vice President: Shall assume the duties of the President in his
absence. Shall assist the President in the performance of his duties
when called on to do so by the President.
c. Secretary: Shall keep a full and correct record of all proceeding
at the meetings. Keep membership records as may be required by the
general membership.
d. Treasurer: Shall have charge of all finances of the Association.
Shall have charge of disbursing funds as directed by the general membership.
Shall give detailed financial reports at each regular meeting.
e. Sergeant-at-Arms: shall preserve order at meetings and gatherings,
assist the Road Captain in enforcing all rules of safe riding during
rides and runs; and perform such other duties or chair such committees
as may be from time to time assigned by the President or Chapter Executive
Committee.
f. Judge Advocate: Shall act as a legal adviser to the officers on
legal matters pertaining to the Chapter. g. Chaplain: Shall lead the
group in blessing for meetings and other ALR24 events. Report on any
illness of the ALR24 members. Will be responsible for visits to sick
members.
h. Adjutant: Shall process new member applications, order supplies,
process, keep records current and pass dated records.
i. Road Captain: Shall be the logistics person in charge of organized
runs of the Chapter. He will coordinate dates, times, routes and meeting
places for those taking part in a run activity. He may, at his discretion,
appoint assistant road captains or take any other measures he may
feel necessary to help insure the safety of the group during a run.
CAUSE FOR REMOVAL OF AN OFFICER:
An officer having three or more UNEXCUSED ABSENCES from regularly
scheduled Tombstone Post 24 ALR Chapter monthly meetings within a
twelve month period will be subject to removal from office.
a. EXCUSED ABSENCE:
(1) VERIFIABLE absence as a result of debilitating personal illness
or injury, family emergency, death in family, required absence as
a condition of employment, or legal obligation such as jury duty or
court appointment.
(2) Other absence as approved on a case-by-case basis by a consensus
of the Executive Board.
(3) This list can be amended at any time by a consensus of the Executive
Board.
b. UNEXCUSED ABSENCE: Any absence not approved as an EXCUSED ABSENCE
will be an UNEXCUSED ABSENCE.
c. Removal from office due to UNEXCUSED ABSENCE can be recommended
by any member of the Executive Board at a regularly scheduled Tombstone
Post 24 ALR Chapter meeting. Removal from office must be approved
by a consensus of the voting members present at that Tombstone Post
24 ALR Chapter meeting. Removal will be effective immediately upon
approval by the voting members.
d. The Executive Board will accept voluntary nominations from all
voting members for filling the vacated position for the next 14 days.
Nominees must be current paid-up members of the Tombstone Post 24
ALR Chapter. Following the nomination period, the President or acting
President will call an Executive Board meeting to be convened prior
to the next regularly scheduled Tombstone Post 24 ALR Chapter meeting,
and a consensus vote of the Executive Board will be required to appoint
a member to the vacant position.
(1) If no member is nominated for the vacant position, the Executive
Board can appoint from within its' membership a member to fill the
vacancy.
(2) The appointee will be announced at the next Tombstone Post 24
ALR Chapter meeting, and will fill the position until the next regularly
scheduled election of officers.
e. Any voting member of Tombstone Post 24 ALR Chapter can object to
this appointment. Upon seconding of the objection, the voting members
present at that Tombstone Post 24 ALR Chapter meeting will vote on
the appointment. A consensus of the voting members present at that
Tombstone Post 24 ALR Chapter meeting must vote to approve the appointment.
If the appointment is disapproved by the members, the position will
remain vacant until new members have been nominated and approved as
described above.
V. Meetings
a. Regular Chapter Meetings will be held at a date, time and place
as voted on by a majority of members at any regular meeting. A quorum
must be present to conduct official Chapter business at Regular Chapter
Meetings. A quorum will consist of Four officers and at least three
other members.
b. Chapter Executive Committee Meetings will be held as may be required
to conduct Chapter business. A quorum must be present to conduct official
Chapter business. Four officers will constitute a quorum for Chapter
Executive Committee Meetings.
VI. Finances a. Finances of each Chapter will be from
Chapter membership dues or such other sources, as approved by the
membership.
VII. Expulsion
a. Any member may be expelled or suspended from the Chapter by a majority
vote of the general membership at a regular Chapter meeting. The ALR
backpatch may be returned to the Chapter and one half of purchased
price will be refunded.
b. Charter Chapter members can only be expelled or suspended by a
unanimous vote of all Chapter officers.
c. Suspensions - Temporary, member may not wear ALR backpatch but
may attend functions.
d. Expulsion - Permanent, ALR backpatch may be returned to the Chapter
and one half of purchased price will be refunded.
VIII. Charter Membership. Cutoff for Charter Membership
will be 50 members or November 1, 2004, whichever comes first.
IX. Apparel
a. Members attending meetings or events must wear the ALR backpatch
or official ALR garment (i.e., t-shirt, sweatshirt, skull cap, or
ball cap) with ALR logo or an ALR pin or pay a $1.00 fine.
b. ALR backpatch remains the property of the Chapter.
c. Vests- The American flag must be at the highest patch on the left
side. This applies to the flag as a patch by itself, if it is only
part of a patch this rule does not apply.
d. If you wear a vest the right side front should be reserved for
memory patches (i.e. POW/MIA, "In Memory" and the like).
e. Absolutely no "Property" patches.
f. Non-member apparel shall include the words "I Support"
X. Residency
a. Each Chapter will be known by the state in which it's majority
of members reside. Chapters may be further broken down in to District
and Post. (i.e. Indiana Chapter 16th district Post 396).
XI. Governing Rules
a. All Governing Rules shall be adopted and amended by a majority
vote of members present at a meeting with a quorum. These standing
rules shall not be in any conflict with the National Constitution
and by-laws of the American Legion.
XII. Disbursement of Funds
a. Disbursement of funds will be only those authorized at any regular
meeting of the Chapter. Each Chapter will be a non-profit organization
and may only disburse funds in a manner that is in keeping with all
local, state and national laws regarding non-profit organizations.
Contingency funds up to the amount of $100 may be authorized with
the approval of the President, Treasurer and one other officer.
XIII. Order
a. All meetings will be conducted under "Roberts Rules of Order".
XIV. Dues
a. Dues will be $12.00 per year. Each new member will pay a full year
dues regardless of the month he is voted in. Any member not current
on dues will be placed on an inactive list and not be allowed to vote
on Chapter motions.
b. The first years dues for Active Duty Military is waived as well
as time spent in deployment.
