MINUTES, General Membership Meeting, 07/05/2026

Call meeting to order 1000

Opening ceremonies.

Sgt at Arms – Introduction of guests.
Guests: Jeffery Ross, Kim Owens, Marty Stout. Motion by Sam Shuff to accept visitors in meeting. Second. Motion passed.

Motion: Motion made by Holly Nelson to open New Business. Second. Passed.
Marty Stout: Weekend of the Cowboy, July 23-26, 2026, includes Wild West Parade (no motor vehicles). Asked for donation to “Tombstone Forward” for event. Motion made by Leon Vasser to donate $1,000.00. Second. Passed.
Reading and approval of the last meeting minutes
Minutes for the June 2026 meeting were posted and available for review. Motion made by James Park to accept minutes as posted. Second. Motion passed. Will be posted to Facebook Group by Communications Officer. Reading and approval of the Treasurer’s Report: Ann Joy
The Treasurer’s report not yet posted. Balance $39212.90 plus Savings. Bikers for Boots gross income $5,784.96. Donation made to Warrior Healing Center, $4,627.97. Still have outstanding bill for remaining event shirts. Motion made by Karen Arnold to table July finance report. Second. Passed. REPORTS of OFFICERS
DIRECTOR, Darrell Griffin:
Future events: Going forward, need full disclosure of expenses for events to determine success of events.
July 4th Parade was a success.
Transition of New Officers complete. Banking changes have been made. Will have an Officers meeting in the next week, TBD.
Need to start B4B planning for 2027. Sign up for the committee with me.
Get to Know Your Posts: Maps now available at the bar, $15. Riders with the most stamps will be entered in a raffle at next year’s convention.
There are two offices in the hall for all four families. Would like to ask the Auxiliary to share their space with the Riders. Currently in discussion.
Western Romp, Oct. 8-10, Florence. Bike Fest, Oct 14-18, Post 41, Phoenix. Helldorado Days, third weekend of October.

BYLAWS:
All applicants for ALR 24 membership must be a current member in good standing of the American Legion, the American Legion Auxiliary or Sons of the American Legion.

Membership applications can only be vetted by the Director, Assistant Director or Adjutant.

Deposit made of $1444.00. Combination of membership, patches, Queen of Hearts, Rider Down, and 50/50. Receipt given to Treasurer.
We are currently sitting at 165 members and 17 Supporters.
We have plenty of patches and Rider hats.
New Applicants to be voted on:
Rider: Don Prescott. Motion made by Holly Nelson to accept Don Prescott. Second. Passed. One nay vote. Director presented patches to Don.

Judge Advocate, Eric Quimby:
    Met with Karen Arnold, Mitch Hayes, and Gerrard Brinkmann to review house rules, bylaws, and Queen of Hearts rules. I present the following proposed changes:
    Queen of Hearts additions:
“Current Legion Family membership card must be presented”.
“The owner of the drawn ticket must show their current Legion Family card, or the ticket will be declared invalid and another ticket will be drawn.”
“Once the Queen of Hearts is drawn and the jackpot is awarded, the next Queen of Hearts jackpot shall begin at fifty percent (50%) of the final posted jackpot amount from the previous game, with a minimum, starting jackpot of one thousand ($1,000).”
“All Winners are responsible for their own taxes. Prizes over $599.00 will require the winner to fill out a W-9.”
Motion made by Walt Gamble to accept proposed Queen of Hearts rule changes. Second Passed.
Standing Rules: The following corrections are recommended:
-Change ‘President’ to ‘Director’ throughout rules.
-Change ‘Runs’ to ‘Rides’ throughout rules.
-Change ‘Assistant Road Captain’ to ‘Road Lieutenant’.
-Section 5, b: Chapter meetings will begin at 10am from June through April on the first Sunday if the month (6/17/23). There will be n regular meeting in May due to Bikers for Boots.
-Section 5, g: Events for the upcoming month will be announced during each meeting.
-Section 7 Apparel, a: The sentence is to be removed: The large patch is to be worn by men, while either the large or small patch may be worn by women members (9/17/16)
This was the first reading of changes and will be voted on at the August meeting.
Bylaws: The following changes/corrections are recommended:
-Change ‘President’ and ‘Vice President’ to ‘Director’ and ‘Assistant Director’ throughout bylaws.
-Chapter 7, Chapter Meetings, b: A quorum of at least 15 members and 2 elected officers must be present to conduct Chapter business at regular meetings or special meetings.
-Chapter 7, d: Chapter officer meetings will be held, as required, to conduct Chapter business. Six officers, at least 2 of which must be elected officers, will constitute a quorum for Chapter officer meetings. (Maybe 3 elected officers, to ensure there are no ties if a vote is required).
-Chapter 8, Chapter Finances, c: The Director, or in the Director’s absence, the Assistant Director may authorize the expenditure of up to $100 which must be reported to the membership at the next regular meeting. These expenditures are separate from and shall not be paid from the Rider Down Fund.
-Chapter 8, d: Except for cash prizes, ALR funds will be disbursed by check or debit transaction.
-Chapter 9, Apparel, c: Vests featuring the embossed ALR emblem sold by Flag & Emblem are also authorized.
Reports of Appointed Officers and Committees:
Chaplain, James Park: Prayer request box is now in hallway with index cards. Sargeant at Arms, Leon Vassar: One Rider is present today without appropriate apparel. $5 to Rider Down fund. Information Officer, Tim Thrasher: Mission Complete report presented. Website is now up and running. Website: azlegionriders.org Road Captain, Eric Quimby: Thank you to all that participated in our trophy steals last month. I will be gone for our next meeting. Goose (Walt Gamble) is in charge of the after meeting ride and trophy steals. Upcoming rides: Today’s after meeting ride: Vinnie’s. Will have 50/50. Next trophy steal, Post 9, Florence. Meet at Mustang corners at 0745 KSU 0800. August after meeting ride: Velvet Elvis, James Parks, Ride captain. Communications Officer, Rob Gaines: Absent. Legion of the Silver Rose, Ron Hielman: Absent. Mission Complete, Tim Thrasher: See above. Bike Tours for the Wounded, Holly Nelson: None given. Bikers for Boots: Nothing at this time. Apparel, Dee Quimby: Sold $240.00 of past event shirts, $50 of anniversary shirts. Hats None given. JROTC/Toy Drive: Will not begin until October, 2026. Blind Vets, Holly Nelson: No information at this time. ALR 24 Medics, Bob Talbot: None given. Unit 24 Liaison, Louise Vallejo, President: Absent. Dee Quimby: School Supplies Drive in club. Squadron 24 Liaison, Bill Hiney: Wednesday Burger Burn dark until September. ALR 24 Sgt at Arms, Emeritus: None given. Old Business: None
New Business:
Motion to open new business made by Bill Hiney. Second. Motion passed.
Motion made by Karen Arnold to reimburse Tim Thrasher $311.18 for two year subscription for website. Second. Passed.
Good of the Order:
Scott Wilson: Deming, NM, Post 4 invited #24 Riders for Breakfast. Served every Saturday. Will notify of future events.
Tim Thrasher recognized Lucia Smith for International Womens’ Ride. 1,433 Lady Riders attended event. Group Ride was thirty-one miles of riders.
*Brandon Gamble: Thanked Riders for support after his accident.
Ann Joy: Summer Reading Program begins July 23. Twenty-three children were registered during July 4th Family Day event.
Carlos Montoya: Monthly Walkabout, July 16, meet at Ike’s Iron Horse Café at 10:15, followed by Mine Tour. Lunch at Hotel Tombstone
